The FRS/GMRS services have very short range in the FRS mode and the GMRS requires an FCC license to use. The FRS service is "family radio service", a low power service for short range point to point service. The GMRS is the "general mobile radio service and does require a license. You'd would be better off to go with CB radio. A pair of CB walkitalkies are not all that expensive if you really need a lot of range. The FRS cheap radio pairs over water may be good for a mile or so, but from one house to another won't hardly go more than a block away. I assume the radio you have is the kind anyone can buy at a Big Box Store...with that you can talk only to someone who has another , similar radio. To talk to a Ham (licensed amateur radio operator) you must be a licensed amateur radio operator. You must pass a test that demonstrates your knowledge of radio theory and your knowledge of the rules and regs of the FCC. You're then allowed to communicate with other hams, but only with other hams, and only within the constraints of the license. So, find your local ham club by visiting www.arrl.org.
